Hehe. This effect works best on a light or white background.
1. On a new canvas with a white background, I typed in my text using
the type tool .
I made sure I was using a font that had rounded edges and I used a dark
blue color.

 |
2. Ctrl-click the text layer to select it and then create a new
layer above it. Contract the selection by 2 pixels (Select -> Modify
-> Contract) and fill this new selection with a light colored blue. Rename
this layer to Gel 1.
|
 |
3. Deselect this layer, and drag it into create a new layer
to duplicate it .
Rename this layer to Gel 2. Apply a gaussian blur of radius 5 (Filter
-> Blur -> Gaussian Blur). |
|
4. Double click this layer (Gel 2) to enter the blending
options, and under Bevel and Emboss, input:
Style: Emboss
Depth: 350
Angle: 130
Highlight Mode: Normal
Highlight Color: White
Highlight Opacity: 100
Shadow Mode: Color Dodge
Shadow Color: White
Shadow Opacity: 40
|
Of course, you can change these settings, depending on the size of your
text and so on.
|
| 5. Next, adjust this layer's curve (Image -> Adjust -> Curves,
or Ctrl-M). Use values similar to the following: |
 |
| 6. Go back to the Gel 1 layer and change the layer mode
to multiply and to finish up, add a dark blue shadow to the original text
layer. |
