Easy Scanline Effect

I like using this effect because as well as creating an illusion of an image appearing from within a TV screen, it can also be used to spruce up your images generally like the background or maybe an object in your image.
1. Create a 10 pixel by 4 pixel canvas and using the Zoom Tool, zoom in as far as possible.
2. Create a New Layer <SHIFT> + <CTRL> + <N> or press
3. Press <D> to reset your colors.
4. Select the Line tool and make sure that the Weight is set to 1 pixel and Anti-Aliasing is turned on like the following:
5. Make sure your new layer is selected and holding down <SHIFT> drag the line horizontally across the middle of your canvas.
6. Turn off the visibility of the BACKGROUND Layer with the Eye icon in the Layers Window and that will effectively turn off the background:

7. Select your whole canvas <CTRL> + <A>

8. Select EDIT >> DEFINE PATTERN
9. You can now fill an image or an object with this pattern. It may be a good idea to save your original PSD file with the line to a safe directory so you can re-use it.

USING THE PATTERN
I will show you a basic way of now utilising this Pattern in your images:
1. Create a new canvas which is about 400 pixels by 100 pixels.
2. Select about half of the canvas, and then go to the SELECT >> FEATHER menu and use a value of about 50 pixels.
3. Select EDIT >> FILL and make sure that the drop-down box has PATTERN selected. Also Opacity should be 100% and Mode Normal.
4. Done. You can use this to spruce up a lot of backgrounds and depending on what you are creating will look great (I like using this technique on banners). Also you have to remember that black isn't the only color available. Experiment with different foreground and background colors too!

A MORE ADVANCED EXAMPLE

Here is a way to create "TV" look without too much hassle.

1. Open the image you'd like to use with the technique.
2. Create a new Layer (this is important) and Fill the new layer with the Pattern as we did above. (If your image does not exactly fit into the whole canvas then you may want to click while holding your <CTRL> Key on the layer with the image to create a perfect selection and then go back to your new layer)
3. Does it look too dark? Right click the new layer and select LAYER OPTIONS. Then decrease the opacity until it is at an acceptable level. I have reduced the opacity to 50% in the following example.
4. The last step may be to create an attractive looking border to use with the effect.
This technique can be very handy and can look great in banners and tour pages. As I said above, do not limit yourself to just black. You can equally use white, or some shade of a color. Another good effect would be to create the original line, but without "ANTI-ALIASING" ticked. This can result in a cleaner look.
